Abbas Demands in Peace Negotiations, 2014

Leaks indicate that President Abbas was prepared to offer the following concessions in the Kerry-sponsored peace negotiations - Palestine would be a demilitarised state. A border swap permitting 80 per cent of settlers to retain their settlements as Israeli territory. Israel could keep control of the Jordan Valley border for five years, after which the US would take over. Israel would retain Jewish neighbourhoods in East Jerusalem. Return of Palestinian refugees into Israel would depend on Israeli acceptance.

• A timetable for Israeli withdrawal from the West Bank.
• East Jerusalem would become the capital of the Palestinian state
• Palestine would refuse to recognise Israel as a "Jewish State".
