The Council of the European Union (not to be confused with the European Council or with the Committee of Ministers of the Council of Europe) is often referred to as the Council of Ministers. It comprises representatives (normally Ministers) of the Member States. It adopts regulations and directives, often in "co-decision" with the European Parliament, normally on the basis of proposals submitted by the European Commission. It coordinates the policies of Member States, and developes foreign and security policies on lines laid down by the European Council. It enters into international agreements on behalf of the European Union. |
