Tripartite Options for Israeli Negotiators

In the past many Zionists hoped for a Democratic Jewish State in the Whole of historic Palestine; all three corners of the tripartite diagram.
Right now, within Israel-Palestine as a whole, the population of Jews and non-Jews is approximately equal, with the birthrate of non-Jews far exceeding the birthrate and net immigration of Jews.

  • It follows that - a democratic state in the whole of Palestine cannot be Jewish.
  • a Jewish State in the whole of Palestine cannot be democratic.
  • a democratic Jewish State cannot comprise the whole of Palestine.

The Israeli negotiating position is thus constrained: their starting point will be within the triangle. Concessions will force them upwards, towards the left or right depending on the composition of their negotiating team.

Could a federal arrangement, on the lines of the Federation of Canada, unite Israel with Palestine? The President of Israel seems to think so. Each state would remain sovereign, but the federal government would control defence, railways and main roads, water, public health and currency.
