Security for Israel

The Israeli government will not accept a just peace or a withdrawal from the West Bank unless the agreement takes account of its citizens' anxieties about security.
Unarmed international "peacekeepers" would not necessarily inspire confidence. We should learn from the experience of the existing "Temporary International Presence in Hebron" (TIPH), the Ecumenical Accompaniment Programme in Palestine and Israel (EAPPI) and the Christian Peacemaker Teams (CPT).

Brass Band

A military contingent from the US could be more reassuring. It could also benefit the US politically. In general, the right use of an army is to make people feel secure. This means that troops should serve overseas only in areas where they will be welcome. Military occupations are counter-productive. A British or American military presence in Israel, if invited, should not have tanks or artillery. What is needed is brass bands, bright uniforms, a football team, maybe (in Israel) a basketball team. These are things that armies do well. Their message would be: "The Israelis are our friends. An attack on them is an attack on us". This is the sort of security that is needed in nations that feel threatened.
